SUMMARY
The Internal Audit Coordinator follows the day-to-day delivery of OML’s annual audit plan and coordinates the work of the internal audit team across the Association’s operations, centers, programs, and support functions. Reporting to the Head of Internal Audit, the role combines hands-on leadership of complex engagements with responsibility for audit planning, quality review, and the supervision and development of audit staff.
RESPONSIBILITIES
· Coordinate the annual internal audit risk assessment and draft the risk-based annual audit plan for review and approval by the Head of Internal Audit and the Audit Committee.
· Maintain and continuously update the Audit Universe, the Centers Risk Register, and the engagement schedule for the internal audit function.
· Translate the approved audit plan into a resourced engagement calendar, allocate audits across the team, and monitor delivery against agreed timelines and budgets.
· Coordinate and personally conduct complex, high-risk, and Association-wide audit engagements from planning through to report issuance.
· Provide technical direction and on-the-job guidance to audit officers throughout fieldwork, resolving methodology, sampling, and judgement issues as they arise.
· Supervise fieldwork across all audit areas including procurement, finance, payroll, M&E, assets, and program implementation, including field visits to OML centers and sites across Lebanon.
· Perform detailed review of working papers, test results, and supporting evidence to ensure compliance with OML’s Internal Audit Methodology Manual and IIA Global Standards 2025.
· Review and challenge audit findings, root-cause analysis, risk ratings, and conclusions before they are shared with auditee management.
· Ensure the quality, consistency, and clarity of all audit documentation and reports produced by the team, and coordinate the internal quality assurance and improvement program.
· Consolidate and finalize findings in the 5C format (Condition, Criteria, Cause, Consequence, Corrective Action) and draft clear, well-evidenced audit reports for the Head of Internal Audit’s approval.
· Prepare the quarterly Audit Committee reporting pack, consolidating audit activity, key findings, thematic issues, and follow-up status.
· Own the Findings and Follow-Up Tracker, oversee verification of corrective actions, and escalate overdue or unresolved high-risk issues to the Head of Internal Audit.
· Oversee reviews of donor-funded activities and procurement files for compliance with donor regulations, procurement thresholds, and OML’s Internal Procurement Guidelines.
· Oversee M&E data integrity reviews and partner and sub-recipient oversight audits, ensuring reported outputs are traced from source documentation through to donor reports.
· Support in coordinating donor audit preparation and serve as focal point for external and donor auditors, facilitating access to documents, systems, and staff.
· Coordinate special investigations and reviews as directed, including scoping, evidence preservation, structured interviews, and objective, defensible reporting of findings.
· Maintain strict confidentiality and chain-of-custody discipline throughout all investigation activities.
· Contribute to the continuous improvement of OML’s audit methodology, tools, templates, and working-paper standards.
· Design and deliver risk awareness and audit culture briefings to OML staff and management.
· Flag emerging risks and significant control weaknesses to the Head of Internal Audit on a timely basis.
· Ensure adherence to OML safeguarding, child protection, and Prevention of Sexual Exploitation and Abuse (PSEA) policies.
· Applies and follows the code of ethics, values, mission, and vision of Order of Malta – Lebanon.
· Performs other related duties requested by the Head of Internal Audit.
QUALIFICATIONS
· Bachelor’s degree in Business Administration, Accounting, Finance, Auditing, or a related field; a master’s degree is an asset.
· Professional audit certification (CIA, CPA, ACCA, CA, or CFE) is a plus.
· 5 years of relevant internal or external audit experience, including at least 2 years in a supervisory, or coordination capacity, preferably in the NGO, humanitarian, or development sector.
· Demonstrated experience leading audit engagements end-to-end and reviewing and elevating the work of other auditors.
· Strong knowledge of risk-based auditing, internal control frameworks, IIA Global Standards, and audit quality assurance.
· Solid experience with donor-funded programs and familiarity with major donor requirements, procurement rules, and grant compliance.
· Experience in procurement audits, monitoring and evaluation data verification, and special investigations, with the ability to present findings to senior management and governance bodies.
· Excellent organizational, analytical, coordination, reporting, and stakeholder-management skills, with a strong understanding of humanitarian principles.
· Proficiency in Microsoft Office applications, particularly Excel; experience with SAP or other ERP systems and data-analytics tools is an asset.
· Good command of Arabic, English and French.
