HO
SUMMARY
This role operates at the organizational level: it leads the practical implementation of OML's learning agenda and CLA strategy, builds the systems and habits that let the organization capture and use what it is learning across all four pillars, and feeds those insights into strategy, decision-making, and new funding proposals. The postholder will act as the connective layer between program teams, senior leadership, and M&E.
RESPONSIBILITIES
• Operationalize OML's strategic learning agenda: translate the prioritized learning questions (mission-level, pillar-level, and crosscutting) into a practical workplan with realistic methods, owners, and timelines.
• Design and roll out the collaborating, learning and adapting (CLA) approach across the organization — establishing after-action reviews, pause-and-reflect sessions, learning briefs.
• Revisit and refresh the learning agenda in line with how fast OML's operating context is shifting, in coordination with senior leadership and pillar leads.
• Track progress against learning questions and flag where evidence is not being generated, used, or acted on.
• Design and maintain organization-wide knowledge management systems (repositories, templates, dashboards, or simple internal platforms) so that lessons, evaluations, assessments, and field insights are captured, findable, and reusable across pillars — not siloed by project or team.
• Develop standardized tools for capturing learning: after-action review templates, most-significant-change story formats, decision logs, and debrief formats that program staff will realistically use.
• Establish a filing structure for organizational knowledge (by pillar, theme, geography, and learning question) to make retrieval useful for proposal writing, reporting, and strategic planning.
• Coordinate and, where appropriate, directly lead cross-pillar learning exercises identified in the agenda — for example on cross-pillar integration, faith identity and inclusivity, localization and partnership, donor coherence, protection and safeguarding, and adaptive use of data.
• Work with pillar leads and the M&E Manager to ensure pillar-specific learning questions (health, agro-humanitarian, community wellbeing/food security, voluntarism) are resourced with appropriate methods (FGDs/KIIs, panel surveys, GIS mapping, case tracking, etc.) and that findings are synthesized upward rather than left at the project level.
• Produce concise, decision-oriented learning products (briefs, syntheses, dashboards) for senior leadership that answer, “so what does this mean for OML as an organization,” rather than project-level performance reporting.
• Proposal development: identify organizational gaps, needs, and opportunities emerging from the evidence base, and provide substantive input — including lessons learned, evidence of what works, and identified needs — into new funding proposals and concept notes.
• Strategic and adaptive decision-making: ensure that senior management and pillar leads have timely, digestible evidence to inform decisions such as program scale-up, emergency-to-recovery transitions, or resource reallocation.
• Institutional memory: safeguard organizational knowledge against staff turnover by ensuring key lessons, decisions, and their rationale are documented and accessible.
• Build relationships and simple working routines with pillar program leads, the M&E Manager, senior management, and (where relevant) partner organizations keep learning cross-pollinating rather than staying within a single pillar.
• Facilitate periodic organization-wide learning events (e.g., an annual or biannual learning review) that bring pillar leads and leadership together to reflect on evidence and agree on adaptations.
• Support a culture where staff feel safe raising what isn't working, and where data and learning are seen as tools for real-time adaptation rather than only donor compliance.
QUALIFICATIONS
• University degree in a relevant field (social sciences, development studies, public health, statistics, or related); a master's degree is an asset.
• At least 4–6 years of progressive experience in M&E, knowledge management, or organizational learning within the humanitarian/development sector, ideally including experience designing or running a CLA function.
• Demonstrated experience working at the organizational or strategic level (not only individual project M&E), including synthesizing evidence for senior decision makers.
• Experience contributing evidence and lessons learned to donor proposals and concept notes.
• Experience working in complex, fast-changing humanitarian contexts; familiarity with Lebanon's operating environment is a strong advantage.
• Strong facilitation skills — able to run cross-pillar workshops and after-action reviews that produce real, actionable learning rather than generic discussion.
• Excellent analytical and synthesis skills: able to turn qualitative and quantitative evidence from multiple pillars into clear, useful, decision-useful products.
• Strong written communication skills in English (Arabic and/or French an asset), including report and proposal writing.
• Working knowledge of knowledge management tools and light-touch digital systems (e.g., shared repositories, dashboards, simple KM/CMS platforms).
• Familiarity with qualitative and participatory methods (FGDs, KIIs, Most Significant Change) as well as basic quantitative/GIS approaches.
• Highly collaborative, diplomatic, and comfortable working across teams with different priorities (program, M&E, grants, leadership).
• Sound understanding of, and genuine respect for, OML's faith-based identity and its commitment to serving all communities regardless of origin or religion.
