The Order of Malta Lebanon has been operating in the health and social welfare sectors since 1957. It manages a network of 60 projects serving the most vulnerable populations, across the Lebanese territory including primary healthcare centers, mobile medical units, elderly day care centers, hosting centers for the differently abled and projects for the displaced and refugees as well as an agro-humanitarian project within the catchment areas of its centers.

The Order of Malta Lebanon has developed a comprehensive multi-annual program to strengthen its social, agricultural and health services as well as its structures.

Mental Health Coordinator

SUMMARY 

The Mental Health Coordinator will provide strategic leadership and operational oversight of OML's mental health programs, ensuring the effective planning, implementation, monitoring, evaluation, and continuous improvement of all mental health activities delivered through PHCCs and MMUs across Lebanon.

The Coordinator will serve as the primary technical reference for mental health within the Health Department, driving evidence-based service delivery, strengthening staff capacities, ensuring alignment with national and international mental health standards, and positioning OML as a credible, impactful actor in Lebanon's mental health landscape.

KEY RESPONSIBILITIES

1. Strategic Leadership and Program Development

·         Lead strategic and annual planning of the mental health program in alignment with OML's strategy, donor commitments, and Lebanon's National Mental Health Program.

·         Identify program gaps, emerging needs, and opportunities for service expansion.

·         Develop innovative, evidence-based interventions targeting refugees, host communities, women, children, elderly people, and individuals with special needs.

·         Support proposal development, concept notes, and donor reporting.

·         Ensure the contextual application of international standards and frameworks, including mhGAP, WHO MHPSS Guidelines, and IASC Guidelines.

2. Program Operations and Service Delivery

·         Oversee day-to-day mental health service delivery across PHCCs and MMUs.

·         Ensure consistency, quality, accessibility, and continuity of care.

·         Develop and update SOPs, care pathways, and clinical protocols.

·         Strengthen the integration of mental health services within primary healthcare.

·         Address operational challenges related to staffing, logistics, medication supply, and service delivery.

·         Support the implementation of mobile mental health services in underserved areas.

3. Team Leadership and Human Resources Management

·         Provide direct supervision and technical guidance to psychologists, psychiatrists, and social workers.

·         Participate in recruitment, onboarding, and performance management processes.

·         Facilitate regular team meetings, interdisciplinary coordination, and case review sessions.

·         Promote staff wellbeing, psychological safety, peer support, and burnout prevention.

4. Clinical Supervision and Quality Assurance

·         Deliver structured clinical supervision to mental health staff.

·         Conduct regular field visits and provide coaching and performance feedback.

·         Lead the development and implementation of quality assurance systems, clinical audits, and patient satisfaction mechanisms.

·         Ensure effective referral pathways to secondary and tertiary mental health services.

·         Monitor compliance with ethical standards, informed consent, confidentiality, and safeguarding procedures.

5. Monitoring, Evaluation, Accountability and Learning (MEAL)

·         Develop and maintain monitoring frameworks and performance indicators in coordination with the MEAL department.

·         Oversee accurate collection, analysis, and reporting of mental health data.

·         Prepare internal and donor reports.

·         Contribute to assessments, evaluations, research, and evidence generation.

·         Promote a culture of continuous learning and evidence-based practice.

6. Capacity Building and Training

·         Assess training and professional development needs.

·         Design and facilitate training on mhGAP, Psychological First Aid (PFA), trauma-informed care, management of common mental health conditions and other relevant topics.

·         Strengthen mental health competencies among non-specialist healthcare providers through task-sharing approaches.

·         Develop guidance materials and clinical reference tools.

7. Community Mental Health and Outreach

·         Oversee community-based mental health awareness and psychoeducation activities.

·         Ensure culturally appropriate and stigma-reducing interventions.

·         Strengthen community referral pathways and outreach mechanisms.

·         Support the engagement and supervision of community health workers and volunteers.

·         8. Coordination, Representation and Partnerships

·         Represent OML in national and inter-agency coordination forums.

·         Maintain strong partnerships with the Ministry of Public Health, National Mental Health Program, NGOs, UN agencies, and academic institutions.

·         Collaborate internally with Health, MEAL, Social, and Communications teams.

·         Explore opportunities for joint programming, research, and knowledge-sharing initiatives.

9. Reporting and Documentation

·         Ensure comprehensive documentation within health information systems.

·         Produce timely monthly, quarterly, and donor reports.

·         Document best practices, lessons learned, and case studies.

·         Ensure all records are audit-ready and compliant with organizational standards.

10. Organizational Responsibilities

·         Adhere to the Code of Ethics, mission, vision, and values of Order of Malta Lebanon.

·         Perform additional duties assigned by the Head of Health.

QUALIFICATIONS 

·         Master’s degree in clinical psychology. 

·         Active registered member of the Lebanese Syndicate of Psychologists and licensed to practice in Lebanon.

·         Additional postgraduate training or certification in Mental Health and Psychosocial Support (MHPSS) in humanitarian or low-resource settings is a strong asset.

·         Minimum five (5) years of professional experience in mental health program management and clinical practice, with at least two (3) years in a coordination or supervisory role.

·         Demonstrated experience working in primary healthcare settings, ideally within a humanitarian or development NGO context in Lebanon or the broader MENA region.

·         Proven track record in coordinating multidisciplinary mental health teams, including psychologists, psychiatrists, and social workers.

·         Experience in designing and implementing mental health awareness, psychoeducation, or community-based MHPSS activities.

·         Familiarity with Lebanese health systems, including the primary healthcare network and the National Mental Health Program.

·         Prior experience with donor-funded program (e.g., EU, USAID, UN agencies) and related reporting requirements is a strong advantage.

·         Strong command of evidence-based mental health frameworks applicable to primary care and humanitarian contexts, including mhGAP Intervention Guide, Inter-Agency Standing Committee (IASC) MHPSS Guidelines, and Sphere Standards.

·         Knowledge of common mental health conditions prevalent in conflict-affected and crisis-affected populations, including depression, anxiety, PTSD, and psychosis.

·         Familiarity with health information systems and mental health data collection tools.
