The Order of Malta Lebanon has been operating in the health and social welfare sectors since 1957. It manages a network of 60 projects serving the most vulnerable populations, across the Lebanese territory including primary healthcare centers, mobile medical units, elderly day care centers, hosting centers for the differently abled and projects for the displaced and refugees as well as an agro-humanitarian project within the catchment areas of its centers.
The Order of Malta Lebanon has developed a comprehensive multi-annual program to strengthen its social, agricultural and health services as well as its structures.

SUMMARY
The Awards and Grants Manager work under the supervision of the Programs Director to ensure effective coordination, follow up, and oversight of projects and programs across the four divisions of OML: Health, Community Wellbeing, Education, and Agro Humanitarian.
The Awards and Grants Manager ensures that all milestones of the project cycle are achieved, from project design and proposal submission to project kick off, regular implementation follow up, award review meetings, reporting, and project closure with the final report.
The role also ensures that program indicators remain on track, cost efficiency is optimized, and expenditures remain within approved budget lines and aligned with the approved proposal.
In addition, the Awards and Grants Manager supports proposal development, field verification, and strategic monitoring of program implementation, ensuring compliance with donor guidelines and alignment with organizational objectives.
RESPONSIBILITIES
1. Project Cycle Management
§ Oversee and track the full project cycle across all program pillars, from proposal development and submission to project closure and final reporting.
§ Ensure effective project start up processes, including kick off meetings, work planning, and alignment of deliverables and timelines.
§ Monitor project implementation progress and ensure activities are delivered according to agreed objectives, indicators, and timelines.
§ Identify implementation risks, delays, or bottlenecks and propose corrective actions in coordination with Head of Divisions and the Program’s Director.
2. Grants Management and Compliance
§ Ensure compliance with donor requirements, contractual obligations, and internal policies throughout the project lifecycle.
§ Maintain and regularly update a centralized grants tracking system covering all ongoing projects.
§ Support project amendments, extensions, and modifications in coordination with program teams and donors.
§ Ensure that procurement, implementation, reporting, and visibility requirements comply with donor specific rules and standards.
3. Program and Budget Monitoring
§ Monitor program performance and track progress against project indicators and agreed targets.
§ Coordinate with the Finance Department to review project expenditures and identify potential budget variances.
§ Ensure expenditures remain within approved budget lines and support cost efficient implementation.
§ Flag programmatic or financial risks to the Programs Director and relevant program leads.
4. Coordination and Oversight
§ Coordinate closely with Program Managers and Heads of Programs across the four OML divisions: Health, Community Wellbeing, Education, and Agro Humanitarian.
§ Facilitate regular project review and follow up meetings to ensure alignment across program, finance, procurement, and support teams.
§ Provide regular updates and strategic insights to the Programs Director on project performance and operational challenges.
5. Reporting and Documentation
§ Coordinate the preparation and timely submission of donor narrative reports, including monthly, quarterly, and final reports.
§ Ensure proper documentation and archiving of grants, contracts, reports, visibility materials, and project records.
§ Support the consolidation of project information required by donors, UN agencies, LRP, and other stakeholders.
§ Ensure donor visibility and communication requirements are implemented in coordination with the Communications Department.
6. Proposal Development and Strategic Support
§ Support the development of concept notes, proposals, and budget narratives in coordination with the Programs Director and program teams.
§ Contribute to strategic monitoring of program implementation and identify opportunities for program improvement.
§ Support the development of project exit strategies and lessons learned for future programming.
7. Field Monitoring and Representation
§ Conduct regular field visits to verify project activities, assess implementation quality, and ensure compliance with donor requirements.
§ Participate in internal project meetings and donor coordination meetings when required.
8. Other Duties
§ Perform additional tasks assigned by the Programs Director in line with program priorities and organizational needs.

QUALIFICATIONS
• Bachelor’s degree in business administration or project management
• A minimum of 5 years of experience. NGO experience is a plus
• Experience in managing projects, monitoring and follow-up
• Leadership and people management skills

• Detail and quality orientation

• Ability to work in a multi-cultural environment with sensitivity and respect for diversity
• Computer literacy (Microsoft Office), PHENICS and SAP (when needed)
• Fluency in French, Arabic and English (written and spoken)
