SUMMARY
The Internal Audit Officer supports the Head of Internal Audit in executing the annual audit plan across OML's operations, centers, programs, and support functions. This is a hands-on operational role requiring strong fieldwork capability, analytical judgement, and the ability to work independently across multiple audit engagements simultaneously.
The successful candidate will be a confident audit practitioner capable of leading individual audit engagements from planning through to report issuance, with minimal supervision.
RESPONSIBILITIES
· Contribute to the annual risk assessment by gathering data, reviewing prior findings, and assessing control environments across assigned audit areas.
· Prepare engagement memos defining audit objectives, scope, risks, criteria, methodology, and timeline for each assigned audit.
· Develop detailed audit programs and testing plans aligned with OML's Internal Audit Methodology Manual and IIA Global Standards 2025.
· Review relevant policies, procedures, donor agreements, and prior reports before commencing fieldwork.
· Coordinate document and access requests with auditees prior to opening meetings.
· Conduct fieldwork across all audit areas including procurement, finance, payroll, M&E, assets, and program implementation.
· Execute field visits to OML centers and field sites across Lebanon.
· Perform beneficiary verification, service delivery checks, asset physical counts, and attendance record reviews at field locations.
· Conduct structured interviews with management, program staff, and field personnel.
· Perform document review, transaction testing, data analysis, and reconciliation as required by the audit programme.
· Apply sampling methodology and document all sampling decisions.
· Prepare detailed, evidence-supported working papers for every test performed, in compliance with IIA documentation standards.
· Draft audit findings in the 5C format (Condition, Criteria, Cause, Consequence, Corrective Action) for all exceptions identified.
· Assign risk ratings (High / Medium / Low) based on OML's risk rating framework.
· Draft clear, concise, and professionally written audit reports for review by the Head of Internal Audit.
· Present preliminary findings at closing meetings with auditee management.
· Track and incorporate management responses into final audit reports.
· Maintain the Findings and Follow-Up Tracker and chase management for evidence of corrective action implementation.
· Review donor-funded activities for compliance with applicable donor regulations.
· Assess procurement files for compliance with Internal Procurement Guidelines and donor procurement thresholds.
· Conduct M&E data integrity reviews — tracing reported outputs from source documents through to donor reports.
· Review partner and sub-recipient financial reports, field activities, and documentation during partner oversight audits.
· Support donor audit preparation and facilitate access to documents and staff as required.
· Contribute to updating the Audit Universe and Centers Risk Register on an ongoing basis.
· Flag emerging risks and control weaknesses identified during fieldwork immediately to the Head of Internal Audit.
· Support the preparation of quarterly Audit Committee reports by compiling audit activity summaries and follow-up status.
· Assist in the preparation and delivery of risk awareness and audit culture briefings to OML staff.
· Maintain all working papers, audit files, and documentation in OML's Internal Audit filing system in accordance with the 7-year retention policy.
· Support the Head of Internal Audit in conducting special investigations and reviews when directed.
· Preserve evidence, conduct structured interviews, and document findings objectively.
· Maintain strict confidentiality throughout all investigation activities.
· Ensure adherence to OML safeguarding, child protection, and Prevention of Sexual Exploitation and Abuse (PSEA) policies.
· Applies and follows code of ethics, values, mission, and vision of Order of Malta – Lebanon
· Performs other related duties requested by the head of department
QUALIFICATIONS
· Bachelor’s degree in business administration, Accounting, Finance, Auditing, or a related field; a master’s degree or professional certification is an asset.
· Minimum of 3 years of relevant professional experience, preferably in NGO, humanitarian, or development sector auditing.
· Experience with donor-funded programs and familiarity with donor requirements is considered a strong advantage.
· Solid knowledge of audit methodologies, risk-based auditing, internal control frameworks, and financial analysis.
· Experience in procurement audits, monitoring and evaluation data verification, and preparing and presenting audit findings to senior management.
· Strong organizational, analytical, coordination, reporting, and multitasking skills, with a good understanding of humanitarian principles.
· Proficiency in Microsoft Office applications, particularly Excel; experience with SAP or other ERP systems is an asset.
· Good command of Arabic; knowledge of English and/or French is an advantage.
